Ginters is a Senior Economist at the European Central Bank, where he works on macroeconomic research and policy evaluation, including scenario analysis using large-scale global models.
He holds a Doctor of Engineering (Dr.sc.ing.) in Information Technology, a Master of Social Sciences in Law (with distinction), and a Master of Arts in Economics. He has also studied economics at Duke University in the USA and Ghent University in Belgium.
Prior to joining the ECB, he served as a Principal Research Economist at Latvijas Banka. Ginters is the author of Latvijas Banka’s DSGE model, has contributed to numerous scientific studies and macroeconomic projections, and developed GDP forecasting frameworks at both Latvijas Banka and the Central Statistical Bureau of Latvia. He has also represented Latvijas Banka in the European System of Central Banks' Working Group on Econometric Modelling.
